Results of the session of the Committee of Plenipotentiaries in Minsk On November 15, a session of the Committee of Plenipotentiaries of the Governments of the JINR Member States was held in the capital of the Republic of Belarus under the chairmanship of Arsen Khvedelidze, Plenipotentiary Representative of the Government of Georgia at JINR. The CPG members got acquainted with the main scientific results of the Institute, its activities in the field of personnel training and development of social infrastructure. Following the meeting, the Institute's budget for 2025 was approved and new members of the Scientific Council were elected. The merits of three JINR employees were recognized with state awards of the Russian Federation and Belarus. The Chairman of the State Committee on Science and Technology of Belarus (SCST), Plenipotentiary Representative of the Government of the Republic of Belarus at JINR Sergey Shlychkov addressed the participants of the meeting with a welcoming speech. He noted the successful development of Belarus' participation in the Joint Institute and the prospects for its expansion. "The Committee of Plenipotentiaries meeting in Belarus is being held for the third time. For us, this is not only a necessary continuation of JINR's course to deepen cooperation with the participating countries, but also recognition of our country's contribution," emphasized Sergey Shlychkov. According to him, this event contributes to strengthening ties within the Institute and developing bilateral scientific cooperation. The session was opened by a report by Grigory Trubnikov, Director of the Joint Institute for Nuclear Research and Academician of the Russian Academy of Sciences (RAS), on the current activities of JINR, the implementation of the Seven-Year Plan for the Development of JINR for 2024–2030, and the main scientific results. Grigory Trubnikov announced the most important events and scientific achievements in the activities of the Institute this year, noted the most outstanding works and publications in each of the seven laboratories of the Joint Institute, including the Meshcheryakov LIT laboratory. It was noted that the Information Technology Laboratory is ahead of the curve in upgrading the Institute's computing infrastructure every year. The heterogeneous computing complex of the JINR LIT holds the first place in the world in terms of data analysis for CMS. LIT employees are actively involved in processing experimental data from significant international experiments, in which the Joint Institute continues to actively work. "Computing clusters in the JINR member countries operate as a single computing network. Thus, we can solve problems of a grand scale remotely," said the JINR Director. Grigory Trubnikov spoke about the Institute's successes in the field of education and science, further fruitful development of international scientific cooperation and plans ahead of the JINR anniversary in 2026. He also emphasized that JINR employees were awarded significant awards. JINR Scientific Director Viktor Matveyev was awarded the N. N. Bogolyubov Medal of the Russian Academy of Sciences, LIT Scientific Director Vladimir Korenkov was awarded the Mongolian Friendship Medal, and FLNP JINR Leading Researcher Mikhail Kiselev received the Pharmaceutics 2022 Best Paper Award. In conclusion, Grigory Trubnikov spoke about the participation of the Republic of Belarus in JINR. Belarusian scientists are involved in all key projects of the Institute. Coordination committee meetings and mutual visits are held regularly. Belarusian institutes and enterprises developed superconducting magnets for the NICA complex. Joint work is underway in the field of creating superconducting materials - niobium resonators, laser metrology and accelerator technology. The head of the NICA accelerator complex, Vice Director of the Joint Institute Vladimir Kekelidze, made a report on the progress of work on the creation and launch of the basic configuration of the NICA accelerator complex and the latest decisions of the Supervisory Board of the project. Vladimir Kekelidze noted the successes of international collaborations participating in the experiments at NICA, a roadmap for the NICA project was presented, according to which the launch of the collider and the beginning of international research are scheduled for the end of summer 2025. The Committee of Plenipotentiary Representatives approved the draft budget of the Joint Institute for Nuclear Research for 2025 and the indicative contributions of member states for 2026-2028, reviewed and approved the recommendations of the 135th and 136th sessions of the JINR Scientific Council, approved the List of JINR officials and the Topical Plan for research and international cooperation for 2025, and elected new members of the JINR Scientific Council. The final part of the meeting program included a ceremony of presenting state awards of the Russian Federation and the Republic of Belarus to the employees of the Joint Institute. Based on the order of the State Committee on Science and Technology of the Republic of Belarus, the Certificate of Honor for significant personal contribution to the implementation of international scientific and technical cooperation was awarded to the Head of the Track Detector Sector of the LHEP JINR Sergey Movchan and the Leading Specialist in Contractual Work of the Department of Budget and Economic Policy of JINR Olga Maslovskaya. By decree of the President of the Russian Federation, for his great contribution to strengthening the Russian-Bulgarian partnership in the field of nuclear energy and the development of interstate cooperation in the field of fundamental and applied scientific research, JINR Vice-Director Lachezar Kostov was awarded the Order of Friendship.
