Meeting with Plenipotentiary Representative of Republic of Kazakhstan On 24 March 2025, Sayabek Sakhiev, Plenipotentiary Representative of the Government of the Republic of Kazakhstan at JINR, Director General of the Institute of Nuclear Physics (Almaty) visited the Meshcheryakov Laboratory of Information Technologies. At MLIT JINR, the guest was welcomed by MLIT Director Sergei Shmatov and his Deputy Nikolay Voytishin, MLIT Scientific Leader Vladimir Korenkov. At the meeting there were discussed prospects for developing cooperation between the Republic of Kazakhstan and JINR, in particular, with MLIT, in light of the creation of the Nuclear Energy Agency under the President of the Republic of Kazakhstan. Much attention at the meeting was paid to the training of highly qualified scientific personnel. Sayabek Sakhiev spoke about growing personnel needs due to the creation of an IT laboratory in Kazakhstan on the basis of the resources of Astana IT University and the Institute of Nuclear Physics to solve the tasks of the new Agency. In this regard, Kazakhstan has already outlined plans to send about 20 young specialists for an internship in Russia, some of whom should undergo training at MLIT JINR. Welcoming the enlargement of the presence of young scientists from Kazakhstan at the Laboratory, Sergei Shmatov indicated MLIT’s readiness to assist in organizing and deploying the IT laboratory in Kazakhstan. At the same time, qualified engineers and technical specialists from Kazakhstan trained at JINR will be in high demand in the experiments at the Large Hadron Collider, for example, CMS. Sayabek Sakhiev said that Kazakhstan intended to expand its participation in the CERN experiments and designated JINR as a key partner in this area. In particular, the discussion focused on possible joint participation in the new multi-purpose experiment, SHiP, at the SPS ring accelerator at CERN. The issues of developing data transfer channels between Russia and China were discussed. In this priority task, the Republic of Kazakhstan, with the support of MLIT JINR, which currently provides more than half of the scientific traffic of the Russian Federation thanks to its high-speed external communication channels, is capable of playing the role of a key link. The parties agreed to continue discussions and work out further steps to strengthen cooperation along the designated vectors of interaction in the near future. The meeting was also attended by Yelena Mazhitova (MLIT researcher) and deputy heads of the Kazakhstan national group at JINR, Alisher Mutali (FLNR junior researcher) and Dosbol Baigarashev (VBLHEP junior researcher). Sayabek Sakhiev arrived in Dubna to participate in the March session of the Committee of Plenipotentiary Representatives of the Governments of the JINR Member States and in a ceremonial meeting marking the 69th anniversary of the foundation of the Joint Institute.
